[1441]Problem with using ResourceBundle in JBoss4

i was created the MessageBundle.properties file and saved in WEB-INF/classes/res and i have used ResourceBundle.getBundle ( String,Locale ) method for getting the values in properties file.
But it is giving an MissingResourceException in jboss4.0
and it is successfully working in Tomcat4.1 what is the problem
